Eh... lucid dreams and astral projection are pretty much the same thing, the only thing that changes is your level of awareness. So no, they government is not... doing things like that.

Some governments have invested large sums in research into remote viewing - different from astral projection, of course, but on similar lines. Their reasons for investing in remote viewing may have dubious motives - e.g. finding out about activities/buildings in other countries. However, for the same reason I personally doubt that governments would want to interfere with similar activities. They would be more likely to want to research into them! Perish the thought!
However, this only serves to underline the importance of astral projection being closely attached to spirituality. Such skills must always be used for personal development and the common good - not for the morally dubious aims of individual governments.

I'm not sure if most governments really care much at all if people astral project or practice magic or whatever else, I'm sure there would be plenty more they could do about it if they did
