No. Some people view the astral as simply the after-life without reincarnation.
It does further open the door to the possibility of reincarnation..

Reincarnation itself is a bit more complicated than at first appears.
While for example, it appears to be the case that we lead many many lives, there is some indication now that these lives all take place *at the same time* rather than in a sequential manner.
