The first couple of times I worked on my base chakra I got pretty intense tingling feelings in my perineum and even down my legs a bit. The last couple times I've had a hard time getting anywhere near as much sensation. Comparatively, my naval chakra takes a lot of work to get any sort of sensations at all. What does this mean and how much time should I be spending on each chakra?

If you have strong sensations at first and then get less and less, it means that you started out with blockages, and cleared them as you went along with it.  So decreased sensation is not a bad thing.  If you never got sensation in the first place, there can be lots of reasons:  The area is not that sensitive to begin with, or there is some other problem like an old injury or something.  But if you get the least glimmer of feeling, it just means that the area is flowing in the first place, so it just won't feel as strong.
Some areas, such as the hands and feet are more sensitive and as such produce more strong sensations.  But some areas are just not that sensation-producing.
One way to test if everything is ok is to go in a trance, deep trance if possible, and then do the energy work.  You should be able to experience much more (and sometimes in an almost 'physical' way)- you will see what's going on there more clearly.

You know it's funny you should say that. I was doing a little energy work the other day on the couch as I drifted off to sleep. I was doing the "microcosmic orbit" from Taoist techniques, and for the first time I could really, REALLY feel the energy moving like it was a physical thing. Very cool.

When your starting out, you should work the most on stimulating your Base Chakra.

What you want to do is spend more time on the Chakras with the least activity to balance them. The more active they are, the less they need to be worked on.

This link is good for obtaining the neccessary energy flow to help clear out any blockages that you may have and to further enhance your sensitivity to energy: http://temporary.astraldynamics.com/tutorials/new-energy-ways/index.html
