User-created Stickies.

For some reason, the "Welcome to OBE discussions!" (the first forum), has the ability for regular users to create stickies.
I would like to see this feature removed from that forum, as I believe sticky-ing topics should be a Mod-only activity. If everyone were to sticky their own posts, imagine how chaotic that would be....
