In my limited experience, an OBE initially takes you to what many here call the Real Time Zone (RTZ), which is a semi-dense energetic echo of the physical world but not the physical itself. I believe the astral and other planes can be accessed from the RTZ, but I haven't successfully accomplished this (consciously, at least). If by AP you mean Astral Projection, I consider this another name for a conscious OBE attempt. But if you mean Astral Phasing then yes, you will go directly to whatever part of the astral you visualize and focus your intent upon.
