As I live in the US , not the UK I was going by what others had posted on this bill . From a discussion I started on another forum and a post on a web site it looks like this bill was more to put filters on sites . More like parenteral controls , but as I have not read the bill , I dont really know . It is indeed filters based, but the problem is they are on by default, and people aren't told directly about them. So the thing is that you need to both know you are being filtered, and already know about the thing you want to visit existing. If a person knew they were being filtered and knew there was something they wanted to see, they could call their provider and request an exception.

In my opinion this is a lot of work, and it very effectively keeps most people from viewing whatever the government has de-facto censored.
