If the govt knows about astral planes you can bet they have astral projectors working for them.  They have admitted they had a 'remote viewing' program, so they probably have an AP program as well

The DOD and CIA at one time in the past (and probably at present) ran programs with remote viewers. According to insiders these programs Did have some remarkable successes. Though remote viewing (RV) is different than OBE and astral projection there Are some similarities. (The movie "Men Who Stare At Goats" is a looses dramatization of these RV programs.)
My gut feeling says that some secret government org somewhere DOES use OBEs to gather info. I don't know this for a fact, it is only an educated guess. Considering all the untold billions of dollars the US government spends on intel and weapons then putting a couple of OBEers on the payroll would certainly be No big deal.

Its all a matter of how much success they were having. 
If it didnt yield much results, then they probably disbanded their AP projects

This is age old FBI info which has already been written about by ufologist Timothy Good in his book Above Top Secret: Worldwide UFO Cover-up, around page 523.

The other FBI document is mentioned in William Steinman's book from 1987, UFO Crash at Aztec: A Well Kept Secret, page 148. See also page 116 for Hotell's memorandum. The name of Major Curtan at Eight Air Force is hidden by mark pen in the document shown in the Daily Mail.

These FBI documents were release decades ago.

Nothing new in other words.

Yeah, I really don't understand it either. If these were new releases, why did they not gather any attention? It seems like these documents blatantly tell of the recovery of extraterrestrial objects and bodies in no uncertain terms. This so sharply clashes with the public story that no such thing ever occurred or was observerd, that if these pages were new, I doubt there wouldn't be news coverage. But yes, even if they are decades old, I wonder if their identity has been verified, and if the FBI has made official statements. I doubt the FBI is acknowledging these since they defintely don't jive well with their offical position, and if that is so, it is hard to know if they are real or fake.

The roswell one seemed a bit off to me. Nice to know why.

The memo in the original post seems to be by someone who was much more well informed though.

Yes it did. I was also thinking that it would be nice to have more context on who the speak was, and where the information was coming from.

It's old news to conspiracy buffs and remote viewers (and by extension OBEers).  SRI (stanford research institute) started remote viewing work for the CIA in the 70s and the CIA and other intelligence groups began their own research soon after.  These programs lasted for decades, so obviously they believe it.  Though some people say that these programs were more about remote influencing (mind control from the OOB state) than remote viewing.
