From my own experience, the whole body vibrates when you enter the vibrational state.

Vibrations are not a pre-requisite for having an OBE. Plenty of people project without vibrations. I have never fully projected myself, but i've been on the verge and felt as if i was out or leaving my body and i've never felt anything like the vibrations i read about anywhere.
Don't focus on getting the vibrations because that will cause you to focus on your physical body. Just let whatever happens happen.

My personal experience with vibrations is just like G3 said felt in the whole body...But the "tingly" feeling you had might be a reaction to focussing on certain parts of the body...
The tingling you also get if you tune your vibrations to a higher frequency (A higher pulse rate per sec)wich is a controled vibrational state and used as a take off for OBE, it's also less "freaky" and more maintainable

Yo everyone I am quite new to this site. I have been trying to astral project myself using Monroe's technique but it is not working but once I have felt a miled tingly feeling in my feet was this the vibrational state or not.
