Even if some thing like that did pass they would never ever be able to implement it.  The very first time they rounded up a hole bunch of people and said you have to get this shot or you go to jail there would be riots in the streets.

Probably not. If there would be outbreak of some really dangerous disease(like 1918 influenza or SARS), people would be too terrified by media to protest. And even if there would be riots, army/police would take care of it. The sad thing is that there aren't many Americans who value their freedom, and that's why acts like this or Patriot Act could pass...
