Bizarre waste of taxpayer dollars, or humble effort to connect individuals with the space program?

Found out about this five years ago, when the page came up when doing searches on individual names...

Might not be a waste at all!

Who knows, maybe the Stardust craft will encounter space travelling beings who could be very appreciative of these microchips, not for the value of their information, but rather for their value as an exotic alien cuisine

Vacuum packed microchips! Mmmmmm...YUMM!!
