Wow...
It actually makes sense based upon my own experience and research as to what the vibrations are. If you are truly paralysed as in no communication with your neurones... then you won't feel vibrations below that point. The vibrations are actually staccato-like electrical impulses caused by the depolarisation of striated muscle nerves/neurones... like a one way information line going from your muscle to your brain... not the other way around.

I would love to hear what happens when you are fully out and walking around. It may even help in some way.. I have a sneaky suspicion about rehabilitating muscles using AP. I have a friend who's back was broke while doing a stunt on one of the Harry Potter movies. He had nerve reattachment surgery. I opened up some dialogue with him about OOBEs but never broached the subject about using it to rehabilitate him.
What you were experiencing was the real deal. We almost all ruin our first successes with either panic or excitement. Take comfort in knowing that it should get easier to phase now. But remember that there aren't very many of us who can phase every time we try, myself included, even after years of experience. How long have you been attempting?
It's wonderful that you were able to feel the vibrations in your upper body. I hope you have a comfortable pair of running shoes because you'll be using the heck out of them in the NPR. That or flying. Keep us posted on your experiences as I believe your experiences will be particularly inspirational to many of us.

I'll check that link out! Although I'm very familiar with SPs it was just my fear I had to get over and now I can use it to help me phase so I'm excited about that. Its strange when I encountered the SP feeling where there was a bad force near me, as soon as I recognized its presence I immediately embraced the fear and turned it into joy and it almost got disolved in this vibrating and it also seemed to increase the high frequency vibrations on my chest/upper body. Perhaps this is because I was able to focus my full attention on it rather than another thought.
I'm not a "complete" spinal cord injury (their spinal cord is completely servered), I'm an incomplete (brain can still get some signals pass the scare tissue although sometimes scrambled or weak) I still have feeling below my level injury (although temperature is totally different) and I can also move my right leg although super weak due to the nerve damage but an interesting park is I'm able to activate a muscle spasim on my left leg by focussing a lot of thought on moving that leg and sending that urgency down to the target. It works every time but takes a lot of mental energy visualization.
Another weird energy feeling was when I initially broke my neck. Before I could move anything below my chest I would lay in bed and visually create a ball of energy/light and send it down my body with direction of what I want to move. My lower back would get extremely hot to the touch and mentally it was exhausting after awhile. I did mental exercise for a few hours a night for 3 months and then I was able to move my right toe. Then slowly parts of my right leg woke up. An odd part was as soon as my brain made the connection with my toe I no longer could create such immense light power which I don't understand the connection clearly.
Although I'm not looking for obes to help rehabilitate myself it will be interesting to record any side effects which I'll do as I'm keeping a journal. I've actually yet to have a dream when I'm actually in a wheelchair, although I have been on crutches in dreams but then always seem to throw them aside. Its strange how hard in a dream it is for me to instantly notice I'm not in a wheelchair or else that would be the perfect reality check to always become aware in a dream state.
My theory on why my lower body was already floating above my physical body might be because they are so relaxed all the time. For example, if I don't actively try to move my right leg, it constantly feels like its in a super relaxed state. My upper body however is always making muscle twitches even if I'm trying to relax until I actively tell my upper body to relax is when I can feel a drop in tension.

It was super exciting and I'm glad it happened. Sadly when I was younger my fear kept me from phasing at a very young age. I recall floating multiple times but I would never allow myself to embrace the feeling I would always fight it and break free when I would hear a drill noise or when I felt myself very high from my physical body.
This was the first time I actually had the vibrations touch me and have it feel amazing. When I was younger it was always a loud noise followed by a strong fear which fueled the feelings of things wanting to do harm near me. They also would sometimes move my body around and now when I think back on it, it wasn't my real physical body they were moving it was my non physical.
I haven't been on a strict schedule for trying to do them yet so this was a nice surprise. I've been reading a book for the past 3 weeks on the subject which I feel has really got my mind interested in obe's which in turn I heard helps you experience them. I highly recommend it: Adventures Beyond the Body: How to Experience Out-of-Body Travel by William Buhlman. Its a series of his journal entries, what he feels is the map of non-physical dimensions, how quantum physics supports some of these ideas, etc. Weither he is right or wrong on the subject it really helps get your mind focused on the topic even when your not actively thinking about it.
Although a few weeks ago I also had perhaps a "3d darkness" experience. I didn't have any vibrations at all but I did my Obe interest in my mind before going to bed. I just had a feeling that I should "roll" out of my body. I never roll out of my bed so I was aware I was making this decision as I thought it maybe the right time to do it for an OBE. I then had the feeling that I'm going to fall off my bed which seemed to take forever to hit the ground which didn't hurt at all but almost like a second thought.
I then could see the outline of my room and I knew it was my room and for some reason I had a strong urge to go into my living room. I moved very slowly and wasn't shocked by this slow motion feeling because I recall having a feeling like this in the past. I felt the wall for the light switch and the wall felt completely normal, as I dragged my hand across the wall I soon found the light switch. I turned the light and nothing happened which made me have a dark thought which I soon tossed away as I had a feeling it wasn't a good idea. I also didn't realize I wasn't in the wheelchair as usual when I'm out of body. I then saw a light outside and once I opened the door I woke up. If I would have just asked for clarity I feel I could have turned that one around. Oh well, until next time!
How exciting... An important thing about conquering fear is reassuring yourself that you are completely safe and nothing can hurt you. If you think about an idea periodically during the day it will come up in your subconscious. See, I'm really bad at getting myself to actively do things, but if I trick my subconscious into thinking it, I have better luck. I look forward to reading about more of your travels.
