Would phasing and dreaming/lucid dreaming be the same?
Phasing: Method to induce a fully conscious experience where you're fully aware
Lucid Dream: Experience where you're not fully conscious but you're aware that you're dreaming
Dream: Experience where you're neither fully conscious nor aware that you're dreaming
I would say that a WILD (Wake Induced Lucid Dream) is the same as a phasing, it's induced the same way.
how long does it normally take to get into the WILD stage?
That's like asking, how fast can you fall asleep? :)
I agree with Timandra... WILD is just another term for Phasing.
It's all a process of smoothly shifting your consciousness from this reality into another while remaining consciously aware.

Many lucid dreamers have wrote their own WILD methods, but they're all basically the same. I don't think the methods for WILD are much different from Phasing. The main difference I can come up with now is the intention. Phasing for AP and WILD for LD's, and those are apparently the same speaking from Xanth's experience.
