I used to have dreams a lot where I was in a car and the brakes were too soft and wouldn't stop the car. I'd be drving over cliffs and into oceans and so forth. They tended to happen when I felt overwhelmed in physical life.

Think about what is going on in your waking life (a problem, a situation, whatever) where you feel you are making progress (two steps ahead) only to fall back 10 steps.  

Focus on how you feel emotionally in this dream.  Emotions are literal.  Associate the emotions you have in the ocean to the emotions you have on a particular situation in your waking life. Chances are there will be a connection.

Try, next time you have this dream, so see if there are hints to a solution.  Or even better yet, try to become lucid and make a rescue ship appear to save you!

The general term for this is called an obtacle. For instance, if water is involved, it may be an emotional issue. However, I have read that males and females have different symbolgy in dreams. I've also read that water in a male's dream may mean mental, instead of emotional. Like Blissful states, try to get a feel for what it means.

Running without getting what or where you want is also an obstacle.Your trying to run fast? Why?

THanks for the replys.  Going lucid is a good idea, but I haven't been able to do that.  I think I was running to get away from something.  Not 100% sure.

I never thoguht what this re-accuring sensation in my dreams could mean.  It's not in ever dream, but has been in many over the past few years.  In a few cases I've been swimming and I could never get to the shore, the tide kept pulling me back.  I would get to the same spot then just be pulled back no matter how hard I tried.  Same thing happened in dreams where I was trying to run fast, mostly to get away from something.  I would try to run as fast as I could, but I would barley make any ground and I would just keep trying and trying to run with no success.  Could anyone tell me what they think of this?
