Electrokinesis is a branch of psionics...
If you want to summon electricity, use the forcecraft chant on UD.  It worked for me, despite the fact that the ppl on the new site (www.veritasonline.com) say it's all rubbish.  It's actually the only forcecraft I have managed to master, but that I did well...  You should check if it works for you, I think the reason it did so for me may have been because my element is air/electricity...  It might work, might not, for you.  If you do get it to, it's as good as any electrokinesis ability, and it can be mastered much faster.

I used in my OBE ki balls, they locked like plasma balls and and they had a chromatic green color.
I don't think they kame from the fire element, they came from my ki through my palms.I threw one against the wall in my sleeping room and they produced a "WOSH" sound.Psi Balls are fun although i have not in mind to use them as a weapon.
I also had an air experience.long time ago(psychic winds, where i could hear toughts of others)

That's why you build up energy (or as I call it, Qi) in your off time rather than right before the event.  The only Qi drawing you should do before or during the event that you use Qi is breathing (which you should be doing all the time, anyway).

The metods I use to build up energy also increase the capacity for energy so the effects of the methods I use are permenant if you do them correctly.

Psi -- Energy related to Psionics.

Fireball -- The incorrect term for what Ryu projects from his hands (Hadoken) in Street Fighter.

theres a thousand names for qi iv noticed that complicates things some are ancient whilst others anr new like the fore i came across recently

I just Registered here cuz this sort has interested me for years and I have practiced this stuff alot and thought I would share some of my wisdom of it to you cuz anyone who does this is really cool so I was wondering if any of you have ever taken energy from the element such as Earth,Air,Fire, or Water into any of there spirit energy practices cuz I use Waters sub element Ice and truly when I use it Ican feel a cool sensation in my palms.So if you do and know something I don't please tell me although i do know alot so just let meread it first and i will tell you if i do cuz i am on a quest to learn all I can about this so your help is very much apreciated.[]
