Hydrokinesis? Where to start?

I had a dream about hydrokinesis the other night, which got me interested. How would one go about starting the practice? Where would one start? Any visualization/meditation tips? I know it takes time, disipline, practice, and much more, but i'm willing to give it a go. What you have to say is much appreciated. (^=^)/
