Could someone theoretically AP to a Dog Race and see the true outcome? What are the faults of this method?

Not really, because too many people wish that it'll happen as they want. Much easier way is to change probabilities using magick, but  it would require a lot of power.
I've did some experiments using coins.
Best results that I ever achieved was 90% probability that the coin will fall on the side that I predicted(it was thrown 10 times). When my brother was watching and trying to bend probabilities to his side, it was only 76.9% (coin thrown 13 times by my brother)
