Anyone ever tried touching out to other planets, in theory it should be able to touch other planets with the power of the mind trying to find intelligent life forms.

Have you ever made contact with this planet, not those on it, just the planet.  Then intelligence in the rock beneath your feet cancels any chance of perceiving the intelligence of those who live upon this Earth.  Touching any other planet would likely net the same result.  You need to rethink your ideas on intelligence!
