Telekinesis is a fairly new thing that people have gotten into, like Astral Projection. And like Astral Projection and Lucid Dreaming, only recently have people really realised that anybody can do it, you don't have to be born with the "gift." And because of that, only recently have people really been training with this newfound ability, and it's really mostly experimental.
Hydrokinesis would be telekinesis with water as your object instead of say, a pinwheel or a pen. Hydrokinesis literally means control over water, or something to that effect. Most of the ~kinesis abilities are simply telekinesis using a certain thing such as air or electricity or water as your object to move instead of solid objects like chairs or pens.
You'll pretty much just have to practice normal TK and get pretty good at it, and then experiment with water. My experiment I've set up for myself (once I get really awesome at TK) is to try and hold the water drops from my shower in the air.

that site teaches how to use psi and it shows how to make psi wheels and how to move them using telekinesis, hydrokinesis is using telekinesis on water, but you need to learn how to move things with molecules that are more spread out

It'll take some time to get adjusted to telekinesis, and then all you have to do is get control over water. Bang, replace tele with hydro and there it is. Hydrokinesis.
I personally like to put it all under the umbrella of psychokinesis, but I respect that each one is distinctly different.

I know that you are supposed to be grounded to the water element. You imagine oneness with the ocean (or the ocean of oceans) to control the glass.
i have sumthin that might help. in hydro u need 2 cultivate water energy here is 1 way how.
Water energy cultivation: ok visualize u standin on a rock surrounded by water falls. the place u ar in is beautiful. imagine energy droplets cummin frum the water and enterin ur dan tien. this tech will help u be more in tune with water. it is good for hydro and cryo.
