This story is bogus!  Here's why:

It is a fact that Mars lacks a magnetic field, like that of Earth; therefore Mars is constantly impacted by high level radiation.  In the event of a solar flare the Martian surface is doused with high energy radiation traveling at the speed of light.  If there really is intelligent life underneath the surface of Mars, then over the millennia they must have been able to compensate for such levels and form some kind of shielding from the radiation, and if this is the case, and they are able to shield against solar radiation; then the radiation emitted by Fabos-1 and Fabos-2 should seem insignificant to say the least.

The only thing I can say to anyone who wants to believe that story is that they should read Stranger in a Strange Land by Robert A. Heinlein, then re-read that story and see how much of it they still believe.
