Basically states that it is not TK or anything like that that moves the psi wheel but heat from your hands or other objects

That's fine for explaining a "psi wheel". I've also read other variations, like floating a toothpick or a piece of cork on some water and making it move. Water is an excellent heat sink and being able to adjust its temperature with the heat from the hands would be more difficult. There are still air currents over the surface of the water, but if you fill a jar half-full and put the lid on it you can probably rule out both heat and air currents.
