..if orbs are spirits/ghosts, and they do not realize they are dead to move on to reincarnate again, why would god allow these souls to get basically stuck?

what tells you that they are 'stuck' ghosts? they needn't be necessarily, e.g. as regards reincarnation they could be spirits waiting to be born and 'roaming around', which is often said to be done by to-be-borns in the womb.  
however, I don't say they are spirits at all, because I don't know, well, maybe they are sth like elemental entities or similar?

You're right, it could be people waiting to be born. I guess it has always been the conception/myth that ghosts are lost souls..but it makes more sense that they are just waiting to be reincarnated.
