Not per se.

He talks about the "Commander" of the other world.

That is classical "god-talk" mainly, in the broadest and least restricted sense. I mean yes, the astral is part of the unseen, but I don't think he was thinking specifically of this given the context of his phrasing.

He is talking just as much about the astral is he is talking about Buddha or Allah or Athena- it is a very generalized statement, simply meant to say that his actions have reasons outside of the scope of the world we live in.
