A little internet research reveals he's a professional street performance artist making a living out of it. Well, one could have guessed anyway of course. 

He's certainly bringing people into the "now" with his performance by acting awake and in the now himself with his child-like impro art. Yes, his performance and "show" is always a matter of taste of course. Some people might be rather scared of it. But I like it. If he was in the pedestrian zone in my home town I would certainly have made a stop to watch him. 

He's definitely not "insane" in a clinical sense. (Btw, being regarded insane in an insane society ... wouldn't that make one sane again?      ). You can also see this in the "normal" non-performance interview sections here in this longer documentary clip about him:

He looks like he would be a fun dude to hang out with. He seems to have a good handle on what he wants to be and do.
