The sub-concious mind is the part of the mind which stores memories and it controls the function of the body.  The concious mind is the part of the mind which is what we normally experience it is our personality.  The sub-concious relays information to the concious mind and the concious mind makes decisions on these thoughts then tells the sub-concious to tell the body to act this out.  The sub concious also controls habits so that means the concious mind can't always control the sub-concious's means of thinking.  For example we're tought at a young age to not believe in things such as astral projection and psychic phenomena so it takes a while to "de-hypnotize" the sub-concious and cause it to try and act out these ideas even then though some practice is needed before it can learn the way to go about doing this.  That's why you might here people talking about methods which are closer to the mechanism.  The sub-concious mind once "de-hypnotized" can process the visualization to the action much more easily if it can get a visualization which is closer to the actual action it would go about to cause this to become a reality.

Well I did mention psychic phenomena but to clarify it for you, yes, the sub-concious believing is neccessary and the concious deciding on a method close to the mechanism is very helpful in telekinesis.  Closer to the mechanism the method is the less training is needed.  I'd guess that once the sub-concious is convinced that phenomena are true the person would be levitating pencils to themselves while working on essays within the hour if they have knowledge of the exact mechanism of tk.
