It's not in deep sleep. The brain is more active than in delta sleep. The pons sends signals to the spine in order to eventuate muscle atonia. Hence the mechanism that prevents you from acting out your dreams. When you induce an OOBE (my way), the brain doesn't not go through the delta stage because it has already been there. It wants the REM stage badly hence why you enter it within 10 minutes like narcoleptics instead of the usual 90 minute wait. This muscle atonia, of which you become aware of in its development, and without losing consciousness from the time that you go down to induce...is what I call my sleep paralysis where distinct vibrations may be experienced. There you go.

I have vibrations everytime I practice energy raising and Trance meditation but have only had sp a couple of times in relation to OOBE, just before exiting. So I would say no they are not the same at all. Everyone has sp during REM dream phases.
