What focus level of consciousness should I focus to in order to meet this dead man? Any ideas as to what I should communicate with him? I imagine he may be very disoriented, but I must speak with him. Now unforutnately there are so many conflicting sources about where various dead people go when they.. die, so I am not sure where I should find him. Is there a technique I can use to home in on him? This is of the utmost importance, I stress that I must speak with him.
It's kinda difficult if not impossible, unless you know him on a deep personal level. Then you could track his energy (which would probably change and be harder the longer you waited).
In theory you could find his body (since he just died today he should be still using it for energy for the next couple of days) and use that to get a lock on him.
Conflicting sources on where dead people go? Well, that's because there's no one place where you go when you die, it varies person to person depending on your belief system and spiritual evolution.

Try putting a poster on your wall of a scenic location. Stick a pitcure on it of Augusto Pinochet. When you project float towards the poster and imagine the scene becoming real.
I would say focus on the astral.

Kiwibonga -- I notice that this is the exact method I use for people I know and it works perfectly. But if I don't know the person (meaning I've never physically met them) then this approach doesn't always work. In fact it rarely works. What tends to happen, at least for me, is by focusing on what I perceive him to be/represent, I am taken to a being that matches that feeling as close as possible, if not exactly, but its never the person I intended. My thoughts thus far is that the intended target didn't embody what I was focusing on; or they embodied other traits that off set those; or there are other beings who resonate closer to those feelings that the intended target.
Anyone famous or in the public eye quite a bit always show one or two particular sides to their personality. Unless you know them personally, it is very difficult to focus on their unique personality because you only ever see one side.
RigVeda, not sure why you need to speak with them, but I think your best chance at success would be calling your guide and asking them to take you.
Why would you want to meet him?

The reason there are so many conflicting
sources about where we go when we die,
is because we go many places - each body has
its own resting place/plane. Different
authors emphasize one place over the other.
If you are projector, set your intent on meeting
your target the night before as you are falling asleep.
Then when you become lucid, be very firm about
who you want to meet.
If you can meditate, clear your mind first. Then
imagine you are having a conversation with him.
Don't worry if the whole exchange seems made up.
Sometimes, information will come out that can
verified. For example, when it comes to meeting
people who were famous, there is a lot
of data on the Internet to compare your information
against.
