 Hello, please refrain from double and triple posting. Try to put all your questions into one post. You sound like you favor control over others. Rape, gov't killing people, spying, these are not things that people look forward to in Astral Travel. They are all fear based. The Astral can be a wondrous place if you let it.

If your only intentions are 'bad', you may be biting a bad apple. Let others do as they will, its their choice. If you wish to go to the higher realms then think beforehand of your objectives. Theres lots to do and see. If you wish this to be your intent then you'll be on the lower levels. You might not like the entities there as their intent is also 'bad'.

I think the remote viewing and psionic research programs the US. government had  (perhaps they still run them in secret, who knows) were responses to suspicions that the Soviet and Chinese governments had skilled mystics and psychics aiding their causes, and the usual paranoia that governments meet such rumors with (but again, maybe the others did have such programs too).

It has never been demonstrated to me that significant harm can be inflicted using the astral as a platform. Maybe the US. government knows something about it that I don't, but I would tend to think the body of knowledge concentrated in large communities like this is pretty indicative of what anyone really knows about the subject.

I know if I had a big mysterious airbase in the middle of nowhere, one with a lot of interest surrounding it, I'd consider turning it into a recruitment station for astral travelers. Create a big sign with a phone number and a codeword on it, put it in a vault with "Alien Mortuary" written on the door

Wrong is a concept of bias.

In the astral there is no bias. Only truth. It is what you make it to be through your intent. Your surroundings will be a direct reflection of your thoughts.
