My opinin is that in the astral one finds only the things one expects.
Save for the people stuck in loops the inhabitants are neutral and willing to accommodate the expectations of a person pprojecting there.
Thus if you expect dragons, dragons is how the entities there will seem to you.
The whole construct of different planes is to enable souls to learn. Sowho are the beings already on those planes to argue if a dragon isn't what you need in order to learn?
The free will we have encompasses the choice to decide the manner in which we learn. It can be intellectual dialogue with a guide, retrievals or horrors beyond telling. You personally are responsible for choosing the format, everyone else is more than happy to accommodate you.
