I don't know for sure, I do telepathy (though that's more for speaking to beings in other worlds/dimensions) but other people use the Ouija Board and such to talk to spirits (mostly dead relatives who passed over).

There's absolutely nothing special.  Everyone has the ability to "speak" (metaphorically speaking) to spirits.

You just ask your question (verbally or in your head)... and then just be completely open to HOW the response comes to you.
Chances are pretty good it won't be verbal.

Cool yes I do.   but I can speak to them, and I can hear them. I converse mostly with divine spirits God, angels and such. It took a year of training before I was able to do it. I started working first with a ghost box and used a spirit communication board which is like an ouija board. I made the board for a specific spirit that my husband and I were interested in historically. He was trying to write a biography at the time and we thought it would add something to it to have some kind of channeling. I would not suggest talking to random spirits. These tend to be thoughtforms or shadows that you generate and don't really help very much. They're good for understanding what's on your mind and thats about it.

Specific divine spirits such as God or angels something like that would be a good place to start.
