I believe you have the description down correctly, and I think your guess about stubborn blockages is probably correct. But maybe the problem with your hands isn't an energy blockage, part of it could just be your nerves in that area aren't as developed as in your legs or maybe that is just a hard area for your mind to bring about the proper feeeling. Or it could be a blockage, I don't know of course. I read this acupressure book, it was amazing, I cured my mom's hiccups in 5 seconds (you press lightly in the hollow behind your earlobe and breath deeply). Go get yourslef a treatment or get an acupressure book and try some stuff out, then you'll know for sure.  Ben

Welcome Jacara,
I am using acupuncture in my practice. But I think there is an easier way, to solve your problem. You can use acupunture massage, to stimulate the chi flow. Rub the inner side of your arms from the chest down to your fingers and up on the backside to your neck, and back to the chest. Do this several times on each side.
Your problem may also be a simple lack of awareness for your arms, any type of massage would solve this and make you more aware of your arms. If you do NEW afterwards you should feel at least a little energy.
You can also try to move your awareness hands, to get in contact with them, TI is easier then. If you do leg development, do you use your awareness hands, or do you just feel? If you use your awareness hands, you have already taken the first step to develop your arms.
If there is a blockage, you should still be able to feel your arms. There may be a mental block if all this does not work for you, but I think you just need another approach to your exercises,

Hi Jacara & welcome,I have a close friend who has his own accupunture
clinic & receive 1 hour sessions once a month for various things
but mainly for an injury I sustained 4 years ago,(back).
He uses a combination of Japanese & Chinese accupuncture as well as
lazer accupuncture & I only pay for the needles,moxabustion,herbs &
ear candles, I,m very lucky as it costs about $70 Au for a session
plus materials for the public.
While I,m not an acupuncturist, from what I,ve learned so far is
that yes the idea is to get Chi/Qi flowing consistently through
your body & 12 wrist pulses are used firstly to determine your Qi.
They detect Superficial pulses ( yang meridians ) & Deep pulses
( Yin meridians ) to see how much they differ in strength.
Accupressure is also used as a complimentary treament & a patient
often goes home with a tiny adhesive strip with a needle on it
behind their ear which can stay for days ( similar to Gokku,s
experience ).
If you have never tried it I would say give it a go & if you are
short of money look up an Alternative medicines academy/college as
the students are always looking for guinea pigs to practice on &
its free! (except the needles $2-$5!).
You said your hands are totally unresponsive,well it could be a
totally different part of your body such as your Heart,Liver or
Kidneys & is being interpreted through your hands as unresponsive.
I doubted its effects,until 4 years ago when I had a work accident
(3 ruptured discs),all the morphine & pethidine they gave me in
hospital did nothing! Yet one(accupuncture) needle in my wrist killed the pain instantly, says something doesnt it?

Helmut: As for whether I use awareness hands on my legs, I sometimes do but it doesn't seem quite as effective as just feeling it.  When I do, my palms get hot (which I assume is good) but my fingers are always very cold, and I've never felt any energy in my arms.  And thanks for the suggestion of the arm massage, I'll do that.

Mobius: I hadn't thought about the hands representing another part of the body, but now that you mention it I do remember hearing that before.  And I don't think there are any alternative medicine schools around here (I'm living in the middle of nowhere out here), but I know of one or two places that do acupuncture, if I can't get results otherwise and once I get the money for it.

Greetings all, this is my first post here, though I've been a "lurker" for awhile.  =)

I had a question regarding acupuncture;  I'm not too familiar with it, but doesn't it facilitate chi flow along the points where the needles are put?  Would that be a good way to remove stubborn blockages?  I ask because, after having no problems with foot/leg development, I find my hands are totally unresponsive, no matter how long I try or how deeply I relax.

I've got some other questions and an odd experience to relate, but that's for another time.   ;-)
