Commands question.

So in light of my first OBE, I wanted to ask two questions, so I know what to do next.

1. To get away from the physical plane and up onto the proper astral planes what do you have to do? Close your eyes and think of going there, or verbally say it?

2. Are all things in the astral governed by verbal commands i.e if I wanted to see the lottery would I just have to say "Show me the winning lottery numbers of euromillions."? and do the verbal commands manifest in the physical plane in the form of sleep talking?

I have never said anything verbally in the astral.  No vocal chords! But seriously, commands are desires, and they are immediate.  So, just the intention of a command is all that's necessary.  Having said that, here's how I move from RTZ to astral:
Fly up very fast until I perceive a phase shift, or end up in a void.  Look for a portal, and go to it.  All by intent.
Or, if in the RTZ (etheric) look for something that doesn't belong, and go to it, using it as a portal.

2. Are all things in the astral governed by verbal commands i.e if I wanted to see the lottery would I just have to say "Show me the winning lottery numbers of euromillions."?

There are no verbal commands in the astral, it is all telepathic.  If you want to know the numbers you will be shown, but will likely forget it as you wake up.  All information is available to the Higher Self, but that doesn't mean that you will remember it.  Unless you're supposed to.

Not sure about that.  Maybe in the hypnopompic states.

I just wanna point out that this is the very reason why you need to have solid control over your thoughts while you're on the Astral.
You can quite literally create whatever crosses your mind... whether that thought is a conscious one or not.
