I just recently found out that lower as well as upper astral planes go on forever.  Its infinite the depths of the lower atsral planes, and vice versa for how high you can go in the upper astral world.  The worst of the worst of humanity (Hitler types) would go into the extreme astral depths but whats fascinating is there's even deeper levels than that.  Probably places you dont wanna wind up  :-P
I'm not sure "Hitler types" can qualify as the worst of the worst of humanity... I know it's kind of a first resort to refer to Hitler when one thinks of "evil" people, but this is only "evil" from OUR limited perspective. From an interdimensional and higher perspective, the criteria for who is truly rotten enough to end up in the lower places could be virtually anything. I've seen people end up there simply because they're depressed, fearful and attached. Heck, I'VE ended up there at times.

Well Fresco, that's definitely one of a wide ranging opinions on how the Wider Reality is laid out.  :)

Well let's just say if you're looking for a vacation spot, you might want to give these places a pass ;)

Xanth

That's actually a really good reason why you shouldn't really do any projection when you're feeling down or depressed.
You can end up in places that just might make you worse.  :)

It seems every person has a different way of describing lower and higher astral planes, but arent they all in the end talking about the same thing, just with different labels attached to them??

Very much so!

I see them as Robert Monroe's Focus 23 and 24.  In Frank's model... he'd call it a lower branch Focus 3 oC.

I agree with that in principle. However, I conceive as the lower and upper astral planes as simply stretching out to infinity, not going up (higher planes) or down (lower planes) on to infinity. In other words I see the lower planes to be an neverending mishmash jumble of ghettos side by side with totalitarian dictatorships and religious sects. There is no highest to lowest vibration/frequency. They are all more or less on the same frequency and each one could be a mini-hell to an unwelcome outsider. Same for the higher astral planes. They are also more or less on the same frequency, a continuous chain of higher learning centers, healing and recovery locations and places of spiritual enlightenment. You might consider some of the locations better than others yet travel between each is not so much up and down as it is a continuous journey forward and backward.

According to Moen it seems that the lowest/worst Hells are where the inhabitants have been unable to experience or emit PUL. In those very extreme worst cases, The I-There's discarnates might give up and cut the connection between the Disk and the Satan, in order to advance beyond the Aperture, once the I-There has become complete.

All discarnates have to vote the same to do this cutting of.

The Satan of the Hell will then slowly fade and lose energy until its souls is dissolved into raw consciousness substance. At very unusual events such a Satan may break free from its Hell before dissolving and leave the ELS, and thus survive on its own.

I don't know what all these other people believe or think but I know I've been to different places that definitely had certain type of people there.  For instance I found myself in a mall setting that was full of people who seemed to have the same stealing problem.  Once I found myself in a very tall building that was full of people that were totally addicted to gambling.  There seems to be, in my experiences places that certain type of people congregate.

So, I would imagine that people with no moral compass would hang out in a area with other like minded souls.  I can imagine how yucky that must feel, with all that negative energy in one location.

Don't forget it's not necessarily bad people who end up in these places, but people who are overly attached to any negativity. Excessive fear or depression can earn you a ticket to one of these places. Thankfully I've never been there for more than a few minutes, but if I didn't have my body to return to then I might have been there much longer. These places do have a very hypnotizing and confounding effect which drags you into them. I can see how people could easily end up trapped there. I think it was mentioned above that projecting while in a negative state would definitely be a bad idea. These places will either make you worse, or motivate you to change yourself so you don't have to go back.

I don't know if it's dramatic as all that.    When I was in the building full of gamblers,  I had no interest in being there, but I could definitely feel the others milling about did, so I can see them being hypnotized as you said, or distracted by what they found appealing in the physical, thus having them waste time instead of moving forward.
