Found out about this five years ago, when the page came up when doing searches on individual names...

Who knows, maybe the Stardust craft will encounter space travelling beings who could be very appreciative of these microchips, not for the value of their information, but rather for their value as an exotic alien cuisine

It allowed people to be personally involved with the STARDUST Mission and helps to promote public interest, awareness and support of the space program.

I think that says it all from the site. It is basically just to keep interest in NASA and the space program which has not been very high lately.
